To reach insights beyond experience, speculative reason must apply principles that reach only to objects of possible experience
In order to reach extravagant insights, speculative reason must make use of such principles as in fact reach only to objects of possible experience.
The claim is the first half of Kant's "weil" clause. That the principles are then "gleichwohl auf das angewandt werden, was nicht ein Gegenstand der Erfahrung sein kann" (3:19.02–03) is the conditional the next claim states; that reaching such insights is applying the principles beyond experience is the map's gloss, carried by the argument's first atom.
